ST. PETERSBURG, Fla. - Democratic presidential candidate Barack Obama said Friday he would be willing to support limited additional offshore oil drilling if that's what it takes to enact a comprehensive policy to foster fuel-efficient autos and develop alternate energy sources. 

Shifting from his previous opposition to expanded offshore drilling, the Illinois senator told a Florida newspaper he could get behind a compromise with Republicans and oil companies to prevent gridlock over energy.

Republican rival John McCain, who earlier dropped his opposition to offshore drilling, has been criticizing Obama on the stump and in broadcast ads for clinging to his opposition as gasoline prices topped $4 a gallon. Polls indicate these attacks have helped McCain gain ground on Obama.

"My interest is in making sure we've got the kind of comprehensive energy policy that can bring down gas prices," Obama said in an interview with The Palm Beach Post.

"If, in order to get that passed, we have to compromise in terms of a careful, well thought-out drilling strategy that was carefully circumscribed to avoid significant environmental damage — I don't want to be so rigid that we can't get something done."

Asked about Obama's comment, McCain said, "We need oil drilling and we need it now offshore. He has consistently opposed it. He has opposed nuclear power. He has opposed reprocessing. He has opposed storage." The GOP candidate said Obama doesn't have a plan equal to the nation's energy challenges.

In Congress, both parties have fought bitterly over energy policy for weeks, with Republicans pressing for more domestic oil drilling and Democrats railing about oil company profits. Despite hundreds of hours of House and Senate floor debate, lawmakers will leave Washington for their five-week summer hiatus this week with an empty tank.

"The Republicans and the oil companies have been really beating the drums on drilling," Obama said in the Post interview. "And so we don't want gridlock. We want to get something done."

Later, Obama issued a written statement warmly welcoming a proposal sent to Senate leaders Friday by 10 senators — five from each party. Their proposal seeks to break the impasse over offshore oil development and is expected to be examined more closely in September after Congress returns from its summer recess.

The so-called Gang of 10 plan would lift drilling bans in the eastern Gulf of Mexico within 50 miles of Florida's beaches and in the South Atlantic off Virginia, the Carolinas and Georgia, but only if a state agrees to the oil and gas development along its coast. The states would share in revenues from oil and gas development.

Drilling bans along the Pacific coast and the Northeast would remain in place under this compromise.

The plan also includes energy initiatives Obama has endorsed. "It would repeal tax breaks for oil companies so that we can invest billions in fuel-efficient cars, help our automakers re-tool, and make a genuine commitment to renewable sources of energy like wind power, solar power, and the next generation of clean, affordable biofuels," Obama noted.

"Like all compromises, it also includes steps that I haven't always supported," Obama conceded. "I remain skeptical that new offshore drilling will bring down gas prices in the short-term or significantly reduce our oil dependence in the long-term, though I do welcome the establishment of a process that will allow us to make future drilling decisions based on science and fact."

Nevertheless, Obama said the plan, put forward by mostly moderates and conservatives led by Sens. Kent Conrad, D-N.D., and Saxby Chambliss, R-Ga., "represents a good faith effort at a new bipartisan beginning."

Earlier in the day, Obama pushed for a windfall profits tax to fund $1,000 emergency rebate checks for consumers besieged by high energy costs, a counter to McCain's call for more offshore drilling.

The pitch for putting some of the economic burden of $4-a-gallon gasoline on the oil industry served a dual purpose for Obama: It allowed him to talk up an economic issue, seen by many as a strength for Democrats and a weakness for Republicans, and at the same time respond to criticism from McCain that Obama's opposition to offshore drilling leads to higher prices at the pump.

In linking McCain to the unpopular President Bush, Obama struck a theme from Ronald Reagan's successful 1980 campaign against President Jimmy Carter by asking a town-hall audience in St. Petersburg: "Do you think you are better off than you were four years ago or eight years ago? If you aren't better off, can you afford another four years?"

Obama primed the crowd by noting new government figures showing 51,000 jobs lost last month and citing 460,000 jobs lost over the last seven months. He tied other bad economic news from the Bush administration to McCain and offered his energy program as one route to relief.

"This rebate will be enough to offset the increased cost of gas for a working family over the next four months," Obama said during a two-day campaign swing in Florida. "It will be enough to cover the entire increase in your heating bills. Or you could use the rebate for any of your other bills, or even to pay down your own debt."

Any tax on oil companies will be passed on to the consumers which will offset any B Hussein Osama $1000 giveaway. Soros won't have a problem with this as the oil stocks in his hedge funds will not be affected. Its just another tax/spend shell game Damocrats use to get votes. Pathetic

Plus, if you tax capital gains, you end up taking away exploration money which means prices have to go up to cover that. There are alot of dry holes for every well that hits.

Cyrs, you would be much better off reading Marks blog or mine for that matter. But I'm glad you posted yours because it clearly shows Obama doesn’t have a clue. His $1,000 rebates he wants to give every American by taxing the oil companies is so stupid it hurts. Keep up the good work, more blogs like this will cost him even more votes, lol, it clearly show an out of control politician who thinks to highly of himself who doesn’t have any solution besides tax tax and more tax.

So, how is this different from the previous "stimulous" package? It sounds just like the selloff GWB presided over in February/March (and took place in May, June and this month). Why not have the government just cut checks based on need? How 'bout: "I need it, so give it to me!"

Politicians, even of the Obama-caliber, need to be reminded that taxpayer money is not for fringe-needs of constituents. It is supposed to be for obvious needs - like the military. Last I checked, the government is there to protect us from all enemies - foreign and domestic - not coddle us from economic stupidity wrought by the self-same govenment we elected.

They have not interest in allowning drilling because the DNC is beholding to Evironmental Extremist. I heard today that Polesi closed the house, turned off the lights, turned off the mics, and had police remove journalist. All because she refuses to hold an up or down vote on drilling. So, they started their vacation not caring that we are paying at the pump. Infact, the whole idea is to get Americans to change their life style and give up their high standards of living and dependence on oil. Of course they don't mind us being dependent on 70% of our oil from OPEC. Obama suggest all we have to do is keep up on our tire pressure and get tuneups :-)

Now you know why I call the democrats, socialist. I thought she was all for the freedom of the press and helping the people of American. Well calling the police on the news media and closing the door and turning off the lights on the American people IS socialism of the highest caliber.
Pelosi could care less about the American people. She lives in a huge mansion and has over 300 million in the bank. She represents the most liberal district in American full of environmental and nuts. She should never be in control of the House.
Obama like to ask the question, are you better off now than you were a year ago?
The real question should be are you better off now than when Carter was in Office, because that’s where he is going to take us back too?

This is just ridiculous. All they had to do was okay drilling - but they refused to do it because of the environmentalists. Forget about those of us who are paying $1000/month in gas just to get to work and back. Forget about the people who can't afford groceries due to the fuel surcharges. You see, to them, we really don't matter. To the dems, the feather-lillied blue honkus bird that might be displaced is FAR more important. This BLEEP put me in a horrible mood this morning. I'm going shopping.

that 68million acres the Dems talk about the oil companys drilling on is a joke, everytime they look like thy want to start drilling on any of it, the eoologists file suit and stop them I don't think this new plan will help much, unless along with it, the put a lid on the ecologist groups so they can do anything with drilling

It isn't just that Dak. Most of that acreage contains such a minimal supply of oil that drilling on it would cost more than leaving it alone, according to the geological studies done on that land. I have seen estimates by geological surveys placing the total recoverable oil on those 68 million acres at less than 300 million barrels.

Congress granted these drilling leases as a joke...we know where the oil is, but Congress wants to drill where it is not cost-effective.

the bottom line of this is the fact that the oil companies don't care if they drill or not, they can still supply it from other places, but at what price, they are still making a profit, why try to drill when they know rthe environmentalists will file a suit the minute they start anywhere , so they are not going to even attempt it , why spend millions in ourt fighting with environmentalists, when the people of this country can't see who is the actual cause of this problem , it is our frivolous law suit system , and lawyers, that can try these suits and keep things in limbo, for years , the only drilling going on in this world , is by other countries , becuz they are immune from our environmentalists , to Me these environmentalists are so resoundingly anti human , that when human existance is gone, they will be happy they have figured out how to effevtibely stop and regress this whole country does the environment matter to any of us if we are all dead, it doesn't to Me , conservation is making us less competive as a society and conservation is the reason the muslims ARE taking over the world, and the free countries are losing , this is one problem we can not conserve our way out of !!

the only offshore drilling that will be done around the US, will be done by foreign companies, that are exempt from the environmentalists in this country , face that fact, I think we will never see $2.50 a galoon gas in this ountry ever again , and the only oil produced in this ountry will be from existing wells, our own legal system is the promotion of our own destruction , we will end up living like a 3rd world country in the future while lawyers ontrol how we live !!

this plan is irrelevant, to why our oil compnaies are not drilling anywhere , these plans are to appease the people, and make both parties look good, butthey are not eliminationg why the oil companies are not drilling where they have leases !! which is the enviro lobby and their law suits to stop drilling in whatthey consicer sensitive places, to the enviromentalists, there is no such place!! so, consequently there is or will not be any drilling done by US companies !!

They need to work together, not against each other.

it doesn't matter if they work together, unles they hold the drillers harmless to enviro lawsuits , no one wants to waste their profits on lawsuits , it is exactly the same reason most of our manufacturing has left this country and the enviro groups are feeding off these lawsuits, and virtually feeding off the people , business does not care where their products come from as long as they can make a profit, and if a group like the enviro's make it easier to buy elsehere, and cheaper, that is what they will do , this country does not compete in the world market, becuz of the enviromentalists ! and high union wages !

My name is Cyrus Martin. I live in Euless, Texas along with a bunch of other people. I enjoy a healthy debate now and then as well as a heated discussion. I don't enjoy to argue though and I find it absolutely beyond annoying to see people spread ignorance, hypocrisy, lies and distortions in the guise of truth or Christianity. I am a proud Christian (which is sort of an Oxymoron) and I love God very much. I think most Christians do... unfortunately there are many that will use his name to promote a twisted and evil agenda and guilt any who would seek God's face into following them without question. For too long we have been cowed by this tyrannical Christian terrorism. One of the purposes of my life to help bring this into the light. If we are Christians then we should think about what that means and the responsibility that comes along with that comfortable label. Thanks! I hope we will have some great talks. -Cy
